PREFERRED QUALIFICATIONS:

  • Master’s degree or higher in human resources, labor relations, school administration, or related field, such as Juris Doctor degree.
  • Successful administrative and leadership experience in a public school district in the areas of human resources and/or labor relations. 
  • Such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable.

COMPETENCIES:

  • Ability to work effectively with various employee groups
  • Strong interpersonal skills
  • Understanding of technology and its application in schools for staff
  • Expertise regarding collective bargaining, labor contract management and interpretation, and human resources administration/compliance
  • Extensive experience in supervising and evaluating employees?

JOB RESPONSIBILITIES INCLUDE:

  • Recruit, screen, and place administrative, instructional, and other staff.
  • Coordinate performance evaluations
  • Administer wage and salary programs; recommend changes in salary, benefits, and other employment conditions
  • Chief spokesperson and lead negotiator for the district
  • Administer master agreements and counsel administrators and supervisory personnel regarding contracts and human resources matters
  • Coordinate all aspects of contract administration during the terms of the various contracts with employee unions and/or organizations
  • Administer the grievance procedures in the collective bargaining agreements
  • Keep abreast of current laws, court decisions, practices, and Board policies related to employment; ensure compliance with regulations
  • Work to provide employees with a friendly, healthy work environment
  • Oversee the district’s workers’ compensation program, including the management of claims representation at appeal hearings, research attendant to litigation, filing of necessary internal and state accident and insurance reports, and other special reports as needed
  • Monitor all litigation and legislative matters for the school district for employment and school-related matters
  • Serve as the district’s coordinator of various Title programs
  • Monitor teacher certification for compliance
  • Direct the processing and placement of student teachers
  • Oversee the maintenance of employment records for all employees and the filing of all official employment reports and forms
  • Other duties as assigned
