SUMMARY

The Assistant Superintendent of Finance and Operations is responsible for leading and ensuring financial, operations, and management functions are operated in a legal and efficient manner. The incumbent is also responsible for contributing and providing strategic leadership for the functional groups of Finance and Operations. 

POSITION RESPONSIBILITIES

• Provide executive leadership and supervision of accounting, financial services, and student operations functions of the district. 

• Lead county-wide fiscal and operational cost efficiency and collaboration initiatives.

• Provide executive leadership in coordination with Oakland County Government on the development of property tax revenue projections and county wide economic forecast strategies.

• Monitor the development and implementation of all budget related activities. Present the budget, in accordance with Board policy, to Board of Education and local education agencies.

• Monitor the development and implementation of all risk management and investment strategies for the organization.

• Monitor legislation for all financial, organizational and educational impact and develop response and implementation strategies.

• Provide executive leadership and supervision of all fiscal related State and Federal compliance reporting.

• Lead the development and maintenance of the District’s Five Year Financial Forecast. Prepare necessary financial reports for long term planning of the district including new and renovated facilities.

• Other duties as assigned by Superintendent.

 

QUALIFICATIONS

 

 

 

• The position requires knowledge normally acquired through a Master’s Degree (M.A.) in Accounting, Finance, or a related field; or equivalent combination of work experience and education.

• A Certified Public Accountant (CPA) designation is preferred, but not required.

• Seven (7) to ten (10) years of related job experience or expertise in accounting or applied financial leadership is required. 

 

KNOWLEDGE/SKILLS/ABILITIES REQUIRED
 

• Knowledge of complex school funding and or finance systems including: fund investment, bond issues, school construction, public school finance, governmental accounting systems and utilities, procurement, management of contract services and purchase, sell and lease of real property.

• Demonstrated leadership and executive level supervisory experience.

• Demonstrated knowledge of Michigan Department of Treasury rules, regulations and procedures related to K-12 entities.

• Excellent financial and business acumen, with the ability to quickly assimilate numbers and reports and provide well-reasoned, thoughtful, and succinct reports and recommendations. 

• Strong interpersonal skills and the ability to communicate and manage effectively at multiple levels within the organization. 

• Strong problem solving and creative skills, and the ability to exercise sound judgment and make strategic planning decisions based on accurate and timely analyses.

• Ability to organize integrated systems and processes; ability to analyze and solve complex problems.
