QUALIFICATIONS:
Minimum Educational Requirements:

  • Shall have a degree in Business Administration, Accounting, or Finance.
  • Shall have a minimum of five years in the field of accounting and school district managerial experience is preferred.
  • Prefer M.S.B.O. Certification

Minimum General Requirements:

  • Ability to provide leadership in financial planning and organization for the district.
  • Ability to supervise the accounting department and advise staff on accounting related questions.
  • Ability to interact with building principals and department heads related to resources required.
  • Ability to function effectively on a management team.
  • Ability to coordinate the data processing needs of the district.
  • Ability to interact with grant administrators.
  • Ability to clearly communicate financial information to a variety of stakeholders.

PURPOSE OF THE POSITION:

It is the purpose of this position to work within the district Strategic Plan, related policies, and resources provided to organize and administer the business functions to best serve the needs of the district, students, and the community.
 
DIMENSIONS OF THE POSITION:

The Director of Business Affairs is directly responsible to the Superintendent of Grand Blanc Community Schools.

The Director of Business Affairs serves as a member of the Superintendent's Cabinet and is responsible for the overall management of the financial accounting of the district. He/she shall direct all financial accounting including supervising accounting, payroll, and accounts payable operations.

The Director of Business Affairs is responsible for district risk management. He/she shall oversee employee benefit, property and casualty, liability, and workers' compensation insurance programs for the adequacy of coverage, appropriateness of deductibles, processing of claims, and price competition.

He/she shall monitor, supervise, and approve all purchases of supplies and materials for the district.

Supervises business office employees in all aspects of finance and accounting, including payment of bills; receipt of revenues; expenditures, encumbrances, and transfer of funds; and payroll and compensation distribution.  Motivates staff to work effectively as a team on various projects.
MAJOR RESPONSIBILITIES:
Financial Accounting Services:

  • Oversee operations and improvement of the District's entire system of internal accounting controls.
  • Prepare and present annual budgets and revision(s).
  • Coordinate preparation of cash flow analysis.
  • Prepare financial projections for Strategic Plan, operating, and capital budgets.
  • Prepares and analyzes financial information for administrative level decision-making.
  • Assists Deputy Superintendent in Negotiations with all labor groups
  • Assists in managing District budget, monitoring line items and reporting significant variances.
  • Coordinate preparation of interim and annual financial reports.
  • Coordinate investment of district funds.
  • Work with State and local auditors in completing their respective audits.
  • Oversee compliance with Federal and State grants.

Purchasing Procedures

  • Control input for group purchasing bids.
  • Review purchasing procedures to assure proper internal controls are in place and being followed.
  • Monitor large purchases to assure they are bid in accordance with Board Policy.
  • Coordinate the purchase and financing of office equipment to maximize compatibility, standardization, and cost-effectiveness.
  • The coordinate assertion of warranty rights under purchase contracts.
  • Prepare analysis of school funding, district budget, and financial projections as necessary.
  • Present, through oral and/or written means, financial information to the Board of Education and its’ Finance Committee, staff, parents, community, and media as opportunity or necessity indicates.

Child Accounting

  • Oversee district compliance with the Michigan Department of Education regulations and serve as district's liaison with the child accounting department of Genesee Intermediate School District.

Other

  • Coordinate maximization of revenues in support of school operations.
  • Perform other duties as directed by the Superintendent of Schools.

Salary - $100,000 - $118,000
Contract Year - Forty-eight weeks
