FISCAL ANALYST

POSITION SUMMARY

Incumbent will work very closely with the Financial Specialist and have the sole responsibility of providing fiscal analytical work to ORA and the C.R. Smith Charitable Foundation.

INNOVATIVE TEACHING SOLUTIONS

Payroll Administration

  • Prepare and post bi-weekly/monthly/quarterly deduction report accounting entries consistent with GAAP principles.
  • Reconcile payroll liabilities and monthly transfers utilizing the Skyward financial database system.
  • Reconcile payroll liabilities monthly bank statement and skyward.

Benefit Administration

  • Handles employee related benefits administration for all Innovative Teaching Solutions, serves as the company representative with the John Hancock as the 401K administrator.
  • Handles the processing of employee enrollment information for 401K retirement coverage.

CLOTHILDE R. SMITH CHARITABLE FOUNDATION

  • Provides administrative support to the C.R. Smith Foundation and Pre-K Academy, including but not limited to scheduling necessary training, ordering staff/student supplies, and reviewing all requisitions.
  • Communicates effectively with Pre-K Administrator to assure that all fiscal policies and guidelines are followed.
  • Monitors the collection of student tuition funds through Family Independence Agency payments, and tuition revenue. Also reconciles enrollment and collection to be assured that funds are collected and allocated for every student enrolled in the Pre- K Academy.
  • Provides communication (written) to parents with delinquent balances and implement payment plan options in the event of delinquent balances
  • Performs other duties as required which may fall under the purview of a financial officer for the Academy.

Financial Operations Clothilde Smith Foundation

  • Responsible for tracking bond related lease payments through the general ledger on a monthly basis consistent with the monthly statement as provided by US Bank.
  • Responsible for submission of all documents as requested by US Bank and bondholders
  • Responsible for developing a comprehensive method of reporting financial operations to all bondholder affiliates (clearinghouse)
  • Conducts audits on payments submitted to contractors for C. R. Smith construction related transactions to insure that all payments consistent with sworn statement(s) and final lien waivers
  • Responsible for reporting Debt Service Coverage Ratios and quarterly financial statements to bondholders and investors in compliance with bond related finance agreement. 
  • Responsible for reporting and document submission as requested by all related financial institutions.
  • Handles all C.R. Smith Charitable Foundation payables, invoices and loan payments on properties owned by the Foundation and prepares monthly financial statements for C.R. Smith Charitable Foundation Board meetings. 

Financial Operations

  • Implement effective accounting procedures to track and adequately report tuition payments relative to the C. R. Smith Charitable Foundation and Pre- K Academy 
  • Demonstrate proficient knowledge and ability to work within the financial systems of Skyward, Microsoft Excel and QuickBooks.
  • Inputs purchase requisitions within the C.R. Smith educational and operational areas.

Financial Reporting

  • Create multiple reports within the financial database system, which will support the ongoing budget analysis process also prepares financial schedules and intermediate financial reports at the request of the independent auditors and lending institutions, bond holders and staff in preparation of quarterly and annual financial statements.
  • Assist in monitoring revenues and expenditures within and among the general fund, and special service fund accounts.
  • Assist in providing balance sheet, trial balance, and revenue/expense statements on a monthly basis.
  • Assist in reviewing and reconciling financial statements relative to Old Redford Academy.
  • Assist in preparation of financial documents for external use. Also helps with preparing the annual cash flow projections for use by external lenders.
  • Completes and submits all assignments in a timely manner.
  • Responds to all levels of supervision.
  • Works closely with Financial Specialist in preparing Financial Reports to the Board.

Other Duties Include

  • Responsible for fully understanding the role and responsibility of each related entity and educational program including the Pre-K Academy, C.R. Smith Charitable Foundation and support organizations. 
  • Demonstrate knowledge and compliance with labor contract of instructional staff.
  • Ensure that Board policies and directives are followed in relation to ORA policies and guidelines.
  • Responds to all levels of supervision.
  • Review and approve requisitions.
  • Maintain confidentiality of all information
  • Responsible for punctual, regular and consistent attendance.
  • Must maintain professional appearance and personal conduct at all times.

Qualifications

  • Bachelor’s degree in accounting or business curriculum preferred.
  • Must have 2 to 4 years of related experience.
  • Must have basic knowledge of clerical and office procedures.
  • Knowledge of Microsoft Excel and QuickBooks programs.
  • Must possess good listening and communication skills (oral & written).
  • Capable of composing or writing effective communications.
  • Proficient with internal operations procedures and cross-train in payroll and accounts payable functions.
  • Incumbent will have proficient knowledge and ability to work within sub ledger systems including: Microsoft Excel and QuickBooks.
