Position Details:

  • Perform bi-weekly payroll processing
  • Responsible for auditing and processing time sheets, verification of wages from Human Resources and other payment requests to ensure that employees are paid accurately and timely
  • Updates and maintains payroll screens and deductions
  • Research errors, determine taxation, calculate retroactive pay, mid-year assignments and other corrections for payroll adjustments and/or issue manual checks and process void checks as needed
  • Reconcile and maintain ORS information timely (as well as complete final payroll details for retiring employees)
  • Prepare and submit IRS-941 form
  • Model appropriate customer service and problem solving practices for employees when dealing with payroll concerns with district stakeholders
  • Reconcile/monitor employee absences in AESOP system as well as reconcile/monitor leave bank balances, and add time to employees leave banks according to union contracts
  • Direct and assist payroll staff in payroll functions in the Business Services office
  • Apply knowledge of Wayne-Westland collective bargaining agreements in relation to payroll, its demands, and willingness for resolving difficulties at the appropriate levels
  • Prepare payroll for all Wayne-Westland Community School District employees:
  • Generate, distribute and collect timesheets
  • Train staff members in proper payroll documentation
  • Enter payroll data into the computer
  • Process payroll and prepare checks for distribution
  • Maintain payroll compliance with IRS, ORS and related legislative agencies
  • Implement employee direct deposit requests
  • Assist with ALA 1095c forms
  • Maintain ledgers, journals, and other accounting documents and records relating to payroll
  • Generate distribute W-2 forms and file wage and tax statements with government agencies and employees
  • Apply knowledge of IRS regulations and Michigan regulations relating to payroll and benefits.  Distribute payroll deductions in compliance with local, state and federal statutes
  • Prepare and submit payroll tax reports
  • Create and maintain employee contribution database
  • Coordinate employee Tax Deferred Payment (TDP) program
  • Assist with budget revision and budget development preparations per established timelines and assist with audit preparation including compiling audit preparation reports and final audit budget data entry
  • Responsible for recording:
  • Absence reports for Administrators, Maintenance, Custodial, Noon Supervisors, Secretarial Staff, Instructional Assistants and Teaching Staff
  • Over limit sick and personal business time
  • Pay schedule change
  • Notify employees of leave time balances as required
  • Represent Wayne-Westland Community Schools at all meetings, both internal and external, where input on payroll, retirement and /or health insurance benefits is required
  • Enroll employees in MPSERS Tax Deferred program and direct deposit
  • Work with Human Resources on applying contract language
  • Maintain the security and confidentiality of personnel records and District information
  • Assist with completion process of retiree Final Salary Affidavits 9FSA) upon request from the Office of Retirement Services (ORS)
  • Cross-train with other district accounting staff providing support as needed
  • Assume other responsibilities and perform other duties as assigned
  • Regular and predictable attendance




  • High school graduate or equivalent
  • Some college or payroll training preferred
  • Experience processing high volume workload with high level accuracy with specific deadlines




  • Must be eligible to work in the United States
  • Ability to effectively communicate both verbally and written
  • Must be able to pass (or have passed) a District typing test and payroll proficiency test
  • Thorough understanding of the payroll process and the payroll function preferred
  • Strong organizational skills, and strong analytical and mathematical aptitude required
  • Proven ability to manage personnel and resources and communicate effectively with staff using excellent customer service, an ability to interact positively with all personnel and resolve challenges.
  • Knowledge of State and Federal laws and regulations related to payroll preferred
  • Ability to properly utilize tools, software and equipment necessary in conducting payroll duties including but not limited to Microsoft Office, Excel, Cyborg, SMART, TSO
  • Ability to work with confidential and highly sensitive information
  • Knowledge and experience in dealing with State of Michigan’s Office of Retirement Services  (ORS) preferred
  • Ability to balance payroll and withholding accounts; strong math and analytical skills
  • Demonstrated proficiency in Microsoft Word
  • Advanced skills in Microsoft Excel preferred
  • Highly organized and detail-oriented
  • Self-directed, flexible, and able to adapt to change
  • Must be able to maintain confidentiality and handle sensitive issues
  • Ability to balance figures, research information, and prioritize multiple tasks simultaneously
  • Ability to deal effectively with a changing environment and be open to new ideas

PHYSICAL DEMANDS:  The physical demands described here are representative of those that must be met by an employee to successfully perform this job.


While performing the duties of this job, the employee is frequently required to remain in a stationary position for long periods of time.  The person in this position will be required to move about the inside of the building and will be required to open and close filing cabinets, operate office equipment and computers.  The person in this position will occasionally be required to travel to remote locations.  The person in this position will spend a majority of their time communicating with staff and administrators and must be able to exchange and record accurate information in these situations.

The noise level in the work environment is consistent with an office environment and is usually quiet but frequently busy.  This position is frequently required to interact with staff and with the public, which requires courtesy and discretion.  A professional appearance and telephone manner is essential.  The successful candidate will be able to multi task and be capable of making independent decisions using sound judgment.


EVALUATION:  Job performance is evaluated in accordance with district guidelines and the applicable collective bargaining language by the Senior Executive Director of Business Services.


TERMS OF EMPLOYMENT:   This is a 52-week position and the hourly rate is based on the MEA/WWESA collective bargaining agreement, for a Grade 10 52-week assignment (currently $14.89 - $21.60 per hour)The daily hours are seven and one half hours per day, with two fifteen minute breaks, and a one-hour unpaid lunch.
